Any marks are likely Mint-made lint marks. Non-doctored, sharply struck, partial CAMEO, thick "skin". Low 1,000 mintage, some melted as per Breen Encycl. Many tallied in the population reports are resubmissions or crossovers of the same coins. Many that PCGS calls PR64 are really low-end PR63's. Ironically, this PR64 is actually a solid PR65. And likely PR66 after a bath in MS70 Industrial Strength Coin Brightener. But we prefer originality over profit. Easily PR69 by third-tier slab and raw standards, PR69 RED after the usual doctoring and resulting color change. Stick with NGC and PCGS, and ignore excuses from third-tier coin sellers (ask them if they will buy back for 90% less seller's fees, as we will for this conservatively graded coin. Or even 10%).
