Dr David Briggs (DB) in 50 years sighted 12 - highest 1VF. Given the extended period, churning would reduce those numbers. DB in his 2019 Half Sovereign Book states a Mintage of 31K was programmed but was substantially reduced due to a broken DIE - estimated at 5K. Extremely Rare in any grade.
