Dated Nov. 1895, later changed to 1898. In this written document he explains the law and gives the jury instructions.According to the law it is illegal to carry a loaded gun anywhere in town. However, if the gun is found on any person which is there to be repaired and found unable to shoot, then the defendant can be found Not Guilty.
