The checks are from the Fifth Avenue Bank in New York and are from a Helen S Rapallo, the widow of Charles A Rapallo, a New York Court of Appeals judge. Each check has a two cent provisional Internal Revenue stamp (R155), required as of July 1, 1898 in order to help finance the ongoing Spanish American War.
