It is in good condition overall, but one of the closure catches is missing and needs to be replaced, and the back of the waist and part of the closure has been mended. Sold as is. The skirt is 35" across the bottom, and is 28.5" from the top of the waistband to the hem. It fits an approximately 24"-25" natural waist comfortably.
