He was 73 years old.Colonel Kelly also had been commandant of a military Government school at Oberammer Gau in Germany and had headed the entire displaced persons division of the American zone government.When he retired from the Army in 1955, he was commandant of the United States Army Reserve School here.He is survived by his widow, a son, and three brothers.
