Molotov (foreground) denounce the United States as an "aggressor" in the Far East Tuesday. Attack on United States came during session in which Georgi Malenkov resigned as Prime Minister and Nikolai Bulganin was elected to succeed him. Arrows at upper right indicate Nikita Khrushchev (right), power behind new communist chief, Bulganin (left). This photo also shows traditional seating arrangements for various sections of the Supreme Soviet. Tier of boxes at left is reserved for members of the Presidium of the Supreme Soviet,from the 16 states making up the Union of Soviet Socialist Republics. Immediately behind Molotov are chairmen and vice chairmen of the two houses of the Soviet parliament, consisting of a senior body called the Council of the Union, plus the Council of Nationalities. In right background is the so-called "government loge," where the top government leaders sit.
