Condition: As shown in the six scans, above – Originally opened by someone roughly tearing the flap, which is quite damaged. The remains of the flap are now mostly stuck back down, so the interior of the envelope is not accessible, though there’s nothing inside. There’s a short tear in the top edge a little left of center. A few wrinkles/bends as well. Average soil. The “8” in the NOV 8 mailing date has been added/emboldened in handwritten ink. I can’t see or feel any sort of grill on the stamp. The postmark says – “Chief Eng. Off. P.R.R. Co. – Altoona, Pa.” – does that make it an RPO?
