It is the 29c Flag Over Mt. Rushmore with brown coloring instead of claret. The 1991 stamps are known as "Toledo Brown" variety with mottled tagging. See above for side by side color comparison. The variety was named when early finds of the color error were postmarked and tracked back to Toledo Ohio. These stamps come from rolls bearing plate #7 but the variety is also known on sleeve #1. Twenty nine cents met the USPS First Class 1 oz domestic letter from Feb. 3, 1991 to Jan. 1, 1995. The patriotic stamps were released to meet public demand for a coil stamp honoring national pride.
