I think this was printed to advertise the course offered by the Frontier Preparatory School in Buffalo, NY, run by Ernest Jarrell. I did not see a date of publication but the booklet contains testimonial letters that are dated 1916. A trained traffic inspector could find work with a railroad, shipping company, streetcar company and according to the booklet he could make 4 or 5 dollars a day! Illustrated throughout in B&W photos, wear and soiling to cover, content pages loose of the cover, vertical fold line throughout, probably from being mailed in an envelope 100+ years ago.
