Description: During a time of intense competition between the United States and the Soviet Union in space exploration, known as “The Space Race,” President John F. Kennedy announced the ambitious goal of sending Americans to the moon, in a speech to a joint session of Congress on May 25, 1961. He famously declared: “I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to the earth.” A conference was held by Princeton University, less than 5 months later, on October 4th, 1961. It brought together scientists, policymakers, and experts to discuss the potential benefits and challenges of utilizing space for peaceful purposes, such as scientific research, communication, and exploration. This set the stage for the Apollo program, which ultimately achieved this historic feat with the Apollo 11 mission in July 1969. This paper was reproduced for J. D. Williams, a researcher and analyst working at the RAND Corporation during this time; he prepared it for presentation at the Princeton University Conference. While working at RAND, he contributed to various studies and projects related to defense, national security, and other strategic areas. The RAND Corporation is a nonprofit global policy think tank that conducts research and analysis across a wide range of issues, including defense, national security, healthcare, education, and social policy. Founded in 1948, RAND originally stood for “Research and Development” and was established to provide objective analysis to the United States Armed Forces.
