There is a chance that the battery has gone bad from sitting and not being charged for so long. It may need a new battery. Signs of this problem are continually rebooting while attempting to power on for the first time. Also since this device has iOS 7, many of the apps (like FaceTime) no longer function because Apple stopped supporting them. It would have to be updated but iOS 9 is the latest release this device could run. It could still have troubles with iOS 9.
