O.G.R.E., Krako’s organization, attempts to extort money from member nations for their delegates’ release. Aquaman briefly becomes a fugitive due to his part in the plot, however inadvertent. But, with Mera’s help, Aquaman releases the delegates, clears his name, and foils O.G.R.E. once again. The cover features artwork by Nick Cardy (pencils and inks) of Aquaman, whose disguise has been revealed, battling O.G.R.E.
