In Liberia, in the 1950s, you could get a twelve-month license to shoot unlimited elephants for $250. There was not even tax on the ivory. In Belgian Congo (now Democratic Republic of the Congo) and Spanish Guinea (now Equatorial Guinea), the quota was also unlimited and you paid tax on the ivory after you shot the elephant
