He was a vocal critic of the Díaz regime, which was known for its authoritarian rule, corruption, and repression of dissent. By the late 1880s, Garza had fled to the United States to escape persecution by the Mexican government. From his base in Texas, he began organizing opposition to Díaz, rallying support among Mexican exiles, Tejanos (Texans of Mexican descent), and others who were disillusioned with the Mexican government.The Garza WarIn September 1891, Garza initiated a series of armed incursions into Mexico from Texas.
