I believe these were issued prior to 1914, and I associate them with the general "Chamber of Commerce" promotions regarding the the 1915 Panama-Pacific International Exposition at San Francisco. 35mm, struck in Bronze/Brass. A similar token is listed in Kappen as K-369; that token specifically states "good for 2 days in 1914" and is definitely a PPIE promotional item. My assumption is that this design is also in Kappen however I don't have the reference.
