Take your "OFFICIAL" IRAQ COMMITMENT MEDAL and "OFFICIAL" AWARD CERTIFICATE issued from the Iraq Government and apply for an individual award to retain and wear on the uniform (just like I did back in 1975 and 1983 respectively) and cite them as awarded. Receipt of the award is when you got your stuff, there was no ceremony, you had a token acceptance of the medal and award certificate which is allowed. Then wait and see if DOD will accept your application or not. Use the letter issued by the Iraq Defense Minister back in 2011 if you need to just in case. There are also numerous copies of it on FB.
