It is signed by the King and countersigned by his secretary of state to formalize the appointment.Regiment of Cravates:After the war with the Turks, Croatian soldiers joined the Thirty Years’ War (1618–1648), bringing their unique “small war” tactics, including ambushes, raids, and rapid attacks. Known for their bravery and skill, Croatian light cavalry, armed with short rifles, became feared and respected across Europe, serving in both Habsburg and other Catholic armies. In France, the Croats’ influence led to the creation of a French Croatian Cavalry Regiment and, later, King Louis XIV’s elite Royal Croats regiment in 1667. Croatian soldiers' red scarves, tied around their necks, caught European attention, inspiring the French fashion of neckties ‘à la croate,’ which evolved into the modern tie.Louis François, Marquis de Monteynard (1713–1791), was a French soldier and statesman. He served in major campaigns under Louis XV across Europe and became a Lieutenant General in 1759. Appointed Secretary of State for War in 1771, he improved soldiers' welfare, founded the cavalry school of Saumur, and became Corsica's first governor general. In the Dauphiné region, he supported public libraries and opposed the removal of local parliament. Later, he rebuilt estates in his homeland but never lived in them.
