Entering the British Columbia, the CPR crossed much of the province nearly two hundred miles from the international boundary, a marked contrast from the Northern Pacific and great Northern railways whose mainline across the United States were, in places, so near the border that British Columbians could hear the whistle of passing trains in the night. This discrepancy was at first disregarded as unimportant, but came to haunt the CPR and Ottawa politicians only two years after the CPR's completion when silver was discovered in southern British Columbia's Kootenay District. Overnight the Kootenays became the richest mining district of all Canada - and the exclusive preserve of the American railways. The CPR promise of unity for all Canada, so freely boasted by the Ottawa politicians a scant few years before, became a hollow promise indeed for the citizens of Southern British Columbia "What followed was a three decade long struggle to build a railway - the Kettle Valley Railway - west from the mines of the interior to the seaports of coastal British Columbia against political and geographic difficulties which were perhaps no less formidable than those faced by the Canadian Pacific Railway itself. Even veteran builders from the CPR were staggered by the Kettle Valley Railway construction challenge. And when, after years of struggle, it was finally completed, the Kettle Valley railway earned the distinction of being the most difficult railway in Canada to operate.
