Most cards are altered with acrylic paint, which essentially dries to plastic. Many are also finished with a varnish afterwards for even more protection. It is recommended that you always use deck sleeves and, when possible, use perfect fits inside the deck sleeves. We play perfect fits with the opening at the bottom, and then inside deck sleeves with the opening at the top. Are hand painted altered cards tournament legal?A tricky question to be sure. After decades of playing in Magic tournaments, the most accurate answer we can offer is, "Yes. Unless they aren't." Legality in play varies depending on the tournament in question, the alteration on the card, and sometimes even the mood of the head judge. For many Star City Games tournaments, altered cards were legal if they did not provide any strategic advantage to the owner's gameplay or be inappropriate for the tournament's intended audience. For instance, a card altered by a less skilled artist could have a thicker layer of paint, making it easier to cut to in a deck. Potentially strategic advantage. A card might also be inappropriate for play in an all-age game if it depicts nudity or violence. Another reason for rejection. If you want to play altered cards in a tournament, check with the tournaments rules beforehand, check with the head judge to get your cards approved before the tournament begins, and ALWAYS bring backup unaltered cards in case you are asked to remove them from your deck. You don't want to be disqualified from tournament play because after a judge decides to make you remove an altered card you no longer have a deck that matches your deck list.
