It was held in Prague.The congress took place after the adoption of the new constitution of 1960, when the construction of socialism in Czechoslovakia was declared complete and the official name of the state was changed to the Czechoslovak Socialist Republic. The congress took place in an optimistic spirit under the influence of the proclamations of the Soviet leader Nikita Sergeevich Khrushchev about the early achievement of communism and overtaking the West. The Congress of the Communist Party also allowed for some signs of liberalization. Following the congress, the so-called Kolder Commission (led by Drahomir Kolder) was founded, which subsequently rehabilitated some communists prosecuted in the political trials of the 1950s (Wiki).
