A refunding plandescribed by an observer as "probably the biggest and certainly the most exciting" in the history of railroad financeis expected to be presented shortly by the Baltimore & Ohio to holders of its existing callable mortgage obligations and to the general public. If it goes through, the plan, which reportedly involves an offer, at par, of some $280 million of first consolidated mortgage bonds, will give the B&O a "thoroughly modern" mortgage, improve its credit rating, and give it a capital structure "as clean as a hound's tooth."
