I suppose this could be a strapless dress but it seems to be more skirt like. The drawstring waistline will allow it to work ether way. The opening at top side to side doubled is 37" max and then can be cinched in as needed to fit. It's a small so it obviously can be made to fit much smaller than the max 37". The length is 38".
