Those who fail to cooperate are threatened with public exposure and obloquy. One Hereld Blackmore is persuaded to return to Granada certain slaves whom he brought into Carolina. Merchants are exhorted not to raise prices on increasingly scarce goods. Hoarders of gunpowder are asked to make it available at reasonable prices for defense of the town.
