It will need to be cleaned, serviced and oiled before use. The bushings might be ok. The ratchet wheels work correctly. It comes with a plastic bird, suspension spring, and pendulum leader. The plastic bird has some discoloration and needs to be cleaned. It is marked Regula and made in Germany. The plates measures about 3-3/8" at the widest by 2-15/16".
