They are earned by completing 25 hours of service and/or training. These are not available for purchase by the public and are only given to girls after earning them, making them very hard to come by for the collector! This one is brand new and unused. Here is a general breakdown of my condition definitions: Mint = Looks perfect, no visible flaws Excellent = Nearly perfect. May have one or two pinholes, scratches or other minor imperfections Very Good = Has several noticeable imperfections, but still looks nice overall. Good/Average = Has many sewing/pin holes, stains, scratches, etc. Often still usable, but not always very "pretty" Poor = Very obviously damaged, stained, ripped, etc. Only recommended for very high dollar and/or extremely rare items.
