Before electricity was in use, spill vases were kept on the mantel, and were used to hold paper or straw twists, or spills. These were used to transfer fire from the hearth to a lantern, candle, pipe, etc. Solid bottom with 6 felt pads to protect furniture. Hand painted I do not have enough expertise to determine age of this piece. It is definitely in the style of Victorian Staffordshire figurines.
