Pages have numerous underlines and notes in pencil as does the ffep. Inscribed in pencil by Sams. Sams (1864-1935) was a prominent Norfolk (Virginia) historian and lawyer. In addition to authoring books on early Virginia history, he published a book in 1913 to argue against women’s suffrage.
