It shows the environments where so much policy, business, and legal issues would be discussed (the smoke-filled rooms) as well a places for fun and debate. For example the Athenaeum was a home for literary and scientific worthies as well as high ranking churchmen, high court judges, cabinet ministers and were allowed to join (though it states in the book that there might be a 16-year waiting list for all but the most distinguished applicants). Clubs catered to many different sorts of groups. Membership in the The Thames Yacht Club or the Oxford and Cambridge Club is self-explanatory. Not all clubs were serious.
