It was created in 1946 on the basis of the People's Commissariat of Internal Affairs (NKVD). The ministry controlled the police, fire protection, prisons, public order, and was also involved in the fight against crime. The MVD often collaborated with state security agencies such as the KGB, especially in matters of political control. Over the years, the structure and functions of the ministry changed, sometimes it was merged or divided with state security agencies.
