It has not been modified and is in its original form. The bag is not signed but has the United States as its country of manufacture. This was given to me by a kindly bank teller when I was 9 or 10. On Saturdays I would go up to the bank and get $10 of pennies to go through for my fledging collection. I kept this bag throughout the years as a memento to my early collecting days.
