This is an OLD USED piece of history, so this wear is as to be expected. Loose brass torque handle (cracked solder) but still torques and you probably don't want to use this rare piece anyway - it's best displayed as it's likely one-of-a-kind. I estimate this is WW2 or BEFORE and I lean towards maybe even before. It's a 12 Lenox wood handle screwdriver that I believe the USN added the brass torqueing handle to in order to loosen and tighten large warship screws. Awesome patina - one can only imagine the many sailor hands that touched his over the years leaving their imprint...this screwdriver could have saved the ship for all we know. Unique item for a tool or military collector, and you won't find another if you let this pass by I'm sure.
