OCR scan: FOREWORD As the chair of the World Conference on Transport Research Society (WCTRS) ScientificCommittee at the time of the Antwerp WCTR, I was expected at the concluding session tosummarize the findings of the conference. And while I had the best of intentions to do so, Iwas simply unable to. You may wonder why I was unable to prepare a summary. Since I did not think anyonewould have believed my real reason, which I will mention later. I tried to come up with a listof more plausible reasons. So, here are the top 5 reasons why I was unable to prepare asummary of the conference: 1) There were so many parallel sessions that I would have had to clone myself to attend allof them. (Who knows? By the next conference, it might just be possible.) 2) El Niño - it was blamed for everything else that year, why not this, too? 3) I stayed up too late drinking Belgian beer when I should have been working on thesummary. 4) Having traveled thousands of miles and been in 5 different conferences in the preceding 3weeks, I was so tired and confused that I could not remember what conference I wassupposed to be summarizing. 5) All of my notes from the conference were seized by special prosecutor Kenneth Starr(who thought they might contain some compelling evidence against President Clinton). But, in fact, I found it impossible to summarize the conference because of the very largenumber of papers, their diversity and comprehensive coverage. The conference reflected thelatest in transportation research worldwide and spans a multitude of research areas: Transport modesTransport systemsPlanning, operation, management and controlTransport modelingAssessment, appraisal, and scenariosSpatial and environmental economies and engineeringTransport in developing countriesTransport policy, (de) regulation, subvention, and/or investment TOTAL PAPERS The Antwerp WCTR was a very impressive and inspiring conference. Several factorscombined have made the conference a truly remarkable and memorable event: the lively andexciting city of Antwerp, the high-quality conference organization, and the hundreds ofparticipants who have presented their research well and convincingly. Many people have contributed to the success of the scientific program of this WCTR. Iwould like to express my gratitude to the members of the WCTRS Scientific Committee andits prize and publications subcommittees, the session organizers and the SIG's, and, inparticular, to the Antwerp program committee. These individuals and many others spent countless hours assembling an absolutely VOLUME 18TH WCTR PROCEEDINGS exceptional conference program that has now been condensed into these volumes ofselected proceedings. As many of you know, the Antwerp WCTR was the 8th in a series of triennial conferencesthat began in Rotterdam in 1977. The origin of the series, however, is an earlier conferencethat was held during the summer of 1973 in Bruges, Belgium, a short distance southwest ofAntwerp. That was more than 25 years ago. The evolution of the WCTR and our profession over thisperiod has been remarkable. The international transportation research community hasmatured to a level of interaction and cross-fertilization that could not have been imagined 25years ago. These proceedings aptly demonstrate the enormous expansion of our knowledgeof transportation during this period. Past and hopefully future WCTR's share a common thread: all reflect the unique scientificprocess. Our approach emphasizes decentralized and distributed editorial controls and anopen scientific process where individuals propose and organize conference sessions. Consequently, the success of the WCTRS stems from many active networks of researchers,practitioners and session organizers. The WCTRS' networks of transportation professionalsgather once every three years to exchange information on past research and discuss avenuesfor future direction. In between conferences, these networks are busily preparing for thenext one. The Antwerp WCTR and these proceedings conclude the work of the 1995-1998 WCTRSScientific Committee. A new Scientific Committee has already been established and begunthe preparations for the 9th WCTR, to be held in Seoul, South Korea in 2001. Everytransportation researcher is invited and encouraged to participate in these preparations. Since the Lyon conference, and for the past six years, I have served as Chair of the society'sScientific Committee, but it is now time to move on. At the Antwerp conference theWCTRS voted to publish a journal in addition to these selected proceedings, and I wasnominated as the first Editor-in-Chief. I am excited about the new challenges which will nodoubt accompany this new endeavor. With the continuous changes in technology andpolicy, the society looked for new venues to best serve and inform its international audience.These efforts have led to a marriage of the Journal "Transport Policy" and the WCTRS.Thus, the Journal has now been reborn as "Transport Policy: The Journal of the WorldConference on Transport Research Society." We expect the Journal to complement these proceedings and to enhance WCTRS'contributions to the development of transportation research worldwide. The Journal willfeature a "Critical Issues Process" - a new forum for discussion that will look to the futureto identify emerging issues and opportunities for both practice and research. Everytransportation researcher is invited and encouraged to participate in these discussions and tosubmit statements of critical issues. A sincere thank you to all the participants in the WCTRS scientific process who contributedto the success of the Antwerp WCTR and to the accomplishment of publishing theseproceedings.
